How high should the inlet valve for the toilet be?

It can be anywhere above the baseboard. Some people like them right below and behind the bowl… Most are about 6-10 inches from the floor though

It just needs to be higher than the baseboard, and lower than the bottom of the tank. You want to leave enough room to actually turn the knob on the stop.

Typical wall rough-in for a water supply line to a toilet is 6″ to the left of centerline for the waste flange and 6″ inches above the floor. If your base trim is taller than 4″ you want to raise the water line enough to clear the top of the base trim (say 1″ to 1-1/2″) so that you can get your escutchean trim ring on the pipe before you install your shut-off valve. Just don’t go up so high that you will hit the back of the toilet tank. you can always trim the bottom of the trim ring with a sheet metal snips tool, and nobody will notice.
Additional note: If you are using a TOTO toilet check your specification sheet or the actual toilet for the base width. Some of those styles are wider than a typical toilet and you may need to go 7″ or 8″ to the left of center.

4 to 6″ above the baseboard will work. But think ahead when you do this. Make sure when putting in the angle stop to leave enough room for replacent. Leave an extra inch of line coming out of the wall. Will make it easier if you need to replace the angle stop down the road
