First the rad should be hotter at the top ,as hot water rises , the feed should also be hotter than the return as the rad is loosing its heat to the room , your problem is that the radiator is being starved of water by the hot water cylinder (primary coil ) and by the other radiators ,the reason maybe that this Radiator is last on the line , an easy fix would be to turn down all the rads and then balance the system ,by starting at the boiler and turning on the first rad half way and steadily turning up the further ones away by a little more until you get to the last one which you leave on full . look the the primary circuit for a throttle valve ,and turn this down also , This is assuming you have a conventional system and not a combi ,in which case there is no cylinder ,

the first answer is good. however, not many heating systems use that sequential rad feed system anymore, so it may be that the rad in question has a stuck inlet valve, which is allowing a little hot water into the rad, heating the top, but not enough to heat the whole rad. try freeing off the valve and see if it works. or get a new valve. i think this is more likely to solve the problem.
