The plumber said it wasnt sealed right. and 1 of the plastic panels is not glued to the wallboard and it flaps out. Will a fibre glass repair kit work?
& how do I prevent the one panel from bulging out and ruining the seal at the bottom?

One would have to see the installation to get a good handle on this. Properly done, there should be no problems whatever.
Are you sure its leaking from the bulge in the wall? Typically all showers are designed to set into a water tight pan, especially those showers on upper levels. This pan is designed to catch any water that is outside of the immediate area of the shower. All upper level shower and tub installments are required to have this pan in place, then the shower tub arrangement is installled into this water tight pan in case of the tub overflowing.
Who installed it?They would have warrantied the construction. Most leaks occur in the Drain connections,Did you use teflon tape and plumbers putty to seal the joints for the drain? Also, check the water valves, water can leak through the faucet handles.FOLLOW THE WATER TRAIL!!!If done by you,get proffessional help, you might have ommitted something important.
It sounds to me like you need to take the whole shower unit out, seal beneath the unit with proper waterproof sealer and put the unit back again properly. Did you have a professional person to do the job? If so the job falls back on them.If the plumber says it wasn’t sealed properly, that’s telling you.You need to re-glue all the panels. The seals fit all round the bottoms, and done properly you shouldn’t have any problems. You should also check your insurance if you have it on house. Insurance companies won’t pay for claims if they are installed by DIY’ers. Good Luck!
Did the plumber install it? If he did it should be his problem to repair it.
If not, sounds like you need to remove the loose panel and re-glue it to the wallboard. If it is not fastened tight the panel will always be moving and will not seal. You need to use some liquid nails or a similar product to glue the panels to the wall as I am sure the directions suggested (or should have suggested).
Once the panels are glued and have had time for the glue to set up, then re-caulk all the seams on the shower. Remember that the caulk needs to cure before you can use the shower also.
Unless something is broken, I see no reason for a fiber glass repair kit. It just sounds like the panels need to be secured to the wallboard.
Hope this helps. Good luck and check if the drain is sealed properly also.
